Not sure, but my guess is it was either British or American, and was meant to be chauffer-driven.
edit: Google results suggest that a 1954 Packard was the first regular production car with optional dual zone climate control. The front and rear had completely separate systems with duplicate controls.

I reject your premise. Dual zone climate control is a theoretical concept, quad zone even more so.
Unless you have a partition, the 65 degrees blowing out of the driver’s vent and the 75 coming out of the passenger’s vent is going to make the whole car 70 degrees.

In the modern sense, I think the BMW E23 might have been one of the first, even before the S-class.

I’m sure it wasn’t the first but either my ‘81 Caddy or my sister’s ‘83 had it when we were in high school. It was fascinating at the time.
